Ich würde das alles als freie Attribute verstehen.

Am ehesten hat noch b) Ergänzungs- oder Argumentstatus, aber wenn überhaupt, nur den einer fakultativen Ergänzung. Die Versionen a) und c) haben definitiv Adjunktstatus.

Übersetze die Ausdrücke doch einfach mal in einen Satz, der nicht im Zustandspassiv steht:

a) Sie arbeitet in Vollzeit. (wie?)
b.a) Sie beschäftigt sich mit ihren Hausaufgaben. (womit?)
b.b) Sie arbeitet an ihren Hausaufgaben. (woran?)
c) Sie arbeitet bei der Stadt (wo?)
